Documents of the International Cooperation Unit of the Ministry of Culture, Arts and Heritage of Qatar revealed the volume of support Doha provided to Ikhwan's media during the terrorist group ruled Egypt. A document dated February 2011 showed instructions from Qatari Prime Minister and former Foreign Minister Sheikh Hamad Bin Jassem Bin Jabr Al-Thani, to allocate funds to support the Egyptian media and cultural institutions and to give grants, gifts and rewards to some media men and activists working in newspapers, magazines, radio and television, as well as social networking sites and bloggers in Egypt.
According to the document, the support amounted to about $200 million, which was received by journalists and media men financed by the Qatari intelligence service to penetrate Egyptian national security and disseminate what services supporting Ikhwan and the Qatari plans.
Another document reveals instructions issued by the Minister of Culture, Arts and Heritage in Qatar to raise the ceiling of grants given to Egyptian media and cultural institutions by 50% as of the fiscal year 2013/2014, by 100% for journalists in newspapers, magazines, radio and television, social networks, bloggers and political activists in Egypt.
The document also revealed excluding some names of that value, put them in private lists, and adopting a percentage increase of 150% retroactively as of 2012/2013.
Despite the Egyptian government's classification of Ikhwan as a "terrorist organization" since December 2013 and the imprisonment of number of the group’s leaders, Qatar insisted on hosting them.
Al-Jazeera channels supported the group more than once, and became a media platform to mobilize against. Qatar also ignored the demands of Egypt and the Gulf to stop supporting Ikhwan.
"Intervention in internal affairs, supporting terrorism, hosting and supporting Ikhwan" were the main reasons to cut the diplomatic relations between Saudi Arabia, the UAE, Bahrain and Egypt with Qatar after attempts to persuade Emir of Qatar Tamim Bin Hamad to stop interfering in the internal affairs of Arab countries and supporting terrorism in the region.
